"If it is impossible for people, who are sovereign, to exercise sovereignty jurisdiction under a text in which sovereignty can no longer be exercised, a new text is needed," President Kais Saied of Tunisia said on 13 December 2021. It is with these words that he announced a referendum on constitutional reforms on 25 July 2022.

President Saied is a divisive figure. To his followers, he is a secular technocrat, the ultimate authority on Tunisian constitutional law and thus the perfect reformer for much needed constitutional reform. His detractors see him as an authoritarian dictator, who disregards democratic institutions, rules by decree and steamrolls the opposition.

Tunisia is a vital partner for the European Union in the Maghreb region in terms of trade, security and migration. Yet, voices from Europe have been scarce on the issue, calling for respect for democratic institutions and the rule of law.

In our next event, we will discuss the developments in Tunisia with experts on democratic, legal and social implications of the actions by President Kais Saied. As usual, the audience can take part in the discussion, ask questions and bring in their own viewpoints.
